The pipe wall thickness needs to be determined before deciding to commence Safe-freezing operations. Thick-walled pipelines require longer freezing times. Thin-walled pipelines increase the risk of cracking due to brittle fracturing and stress caused by the plug. There should be a minimum of 90% of the original wall thickness of the pipe to allow for Safe-Freezing.

The pipeline contents need to be considered. Different fluids freeze at different temperatures, some may require extremely low temperatures before they will freeze. Fluids with high impurities or additives can affect the freezing point and the plug formation. Any flow in the pipe can impede the formation of a solid ice plug.
